Anyone, no account. No caller data, no PII, no amounts.
write_receiptAuthorised doors only: x-door-key (a key issued by the office; the door receipt of plan v1.1 §2.6, signed by the issuing door) or x-hub-key (a GSC hub gate receipt). The hash goes on the Confidential Ledger; the receipt is kept and served by decision_id. Idempotent on decision_id.
